Thanks for reading the inaugural Low Carbon Fuels Coalition newsletter. It will be different than the usual industry-specific focus, in keeping with our members’ common core. We will cover a lot of topics over time to illuminate the many dimensions and complexity surrounding two seemingly simple words: tech neutral. But rest assured we are not neutral in our commitment to all-of-the-above Clean Fuel Standard policies to decarbonize transportation. Our goal is to share a periodic snapshot of the Coalition’s policy perspective, our activities and our latest insights from the revolving states in play. Economic opportunities abound. The Coalition is advocating for the policy architecture to support them.

New Mexico Sets the Pace for Clean Fuel Policy Implementation

New Mexico’s Clean Transportation Fuel Program (CTFP) launched April 1, 2026, making it the first state in the Southwest and the fourth in the U.S. to implement a low-carbon fuel standard, with a 20% reduction in fuel carbon intensity required by 2030 and 30% by 2040. The program arrives just in time to add a new market as supplies ramp up and new technologies are poised for new opportunities.

What set New Mexico apart was its extensive, stakeholder-driven rulemaking process, which helped shape the most technology-neutral clean fuels program to date and establish one of the most ambitious clean fuel frameworks in the U.S. The New Mexico Environmental Department is to be commended for pulling everything together on a tight deadline.

LCFC was directly involved from the early stages, helping initiate policy discussions, engaging with stakeholders throughout the multi-year rulemaking process, and supporting the coalition that ultimately advanced the program’s passage and design.
