Massachusetts Continues to Advance Clean Fuel Standard Legislation

The LCFC and our allies continue to advocate for Massachusetts to move forward on Clean Fuel Standard legislation that would direct the Department of Energy Resources (DOER) to develop a technology-neutral program aimed at reducing the carbon intensity of transportation fuels by 45% by 2040.

In June, LCFC Executive Director Robin Vercruse & Kent Hartwig from LCFC Enterprise member Gevo met with the MA House & Senate leadership offices as well as the Joint Economic Development committee including House Chair Fiola to highlight the benefits for MA. Of particular interest were the potential to advance the Commonwealth’s ambitious climate goals and the opportunity to be the first state to establish an LCFS on the East Coast.

Massachusetts earlier in the session approved and Governor Healey signed a SAF credit. We noted that the LCFS would maximize the value of that dedicated investment and extend progress to the entire transportation sector, reducing both carbon emissions and pollution from ground operations at Logan and supporting Massport’s electrification at maritime ports.

The legislative session ends July 31.

At Last! Credit for Low-Carbon Agriculture Practices [in 45Z federal tax credit]

Farmers and biofuel producers now have clarity on counting carbon intensity benefits from on-farm practices. Guidelines finalized by the USDA allow growers to earn price premiums by supplying lower-carbon feedstocks to biofuel producers claiming the 45Z Clean Fuel Production Credit. The LCFC is supportive of overdue recognition of the potential for regenerative ag to further decrease GHG emissions from transportation.

C2ES/Salata Transportation Policy Seminar
June 8, 2026 | Washington, DC

LCFC Executive Director Robin Vercruse participated in a private transportation policy discussion convened by the Center for Climate and Energy Solutions (C2ES) and Harvard University's Salata Institute for Climate and Sustainability. The event brought together leaders from business, academia, NGOs, and policy organizations to consider practical approaches for transitioning to low-carbon transportation fuels.

Massachusetts & New England SAF Hub Workshop
June 9, 2026 | Boston, MA

Robin also participated in the Massachusetts & New England SAF Hub Workshop at Boston Logan International Airport. The interactive, invitation-only event brought together diverse stakeholders to discuss renewable jet production, infrastructure, research, education, and strategies to accelerate SAF adoption throughout the region. Robin made the LCFC pitch for tech-neutral Clean Fuel Standards as an essential long-term complement to SAF-specific policies.
