As we move through 2026, I wanted to take a moment to reflect on where we've been and where we're headed as a coalition.

First, Hawaii joined the growing list of states advancing clean fuels policy. It's always a good year when we can welcome a new Clean Fuels Standard to the map, and this progress reinforces the continued interest in technology-neutral, market-driven approaches to reducing emissions while supporting economic growth.

At the same time, the policy environment has remained challenging. Inflation and consumer affordability concerns have been front and center in legislative discussions across the country, making cost impacts an even more decisive factor in policy debates. Adding to that, election-year dynamics have shaped decision-making in many states, with legislators and governors often prioritizing a "do no electoral harm" approach rather than pursuing major new policy initiatives.

Against that backdrop, there is good news: we didn't lose any of our priority campaigns. While several Clean Fuels Standard proposals were ultimately placed on hold, most remain very much alive and positioned to be reconsidered when political conditions become more favorable. In many cases, the work done this year has strengthened the foundation for future success.

Looking ahead, it is increasingly clear that many of our priority-state legislatures will look very different in 2027. New leadership, new members, and changing political dynamics will create new opportunities to advance clean fuels policies. The LCFC is ready for that moment.

Our focus over the coming months is straightforward: continue building relationships, strengthening coalitions, refining policy proposals, and ensuring we are prepared to seize opportunities as they emerge. The groundwork we lay today will position us for success tomorrow.
